NSS goes to court to challenge changes to Kerala Education Rules

As per the panel's recommendations, the higher secondary principal, who till now was responsible only for higher secondary classes, will be the principal of all the wings, right down to the lower primary classes.

Kochi: Even as the Kerala government's move to overhaul school administration hit a hurdle with the High Court last month staying the implementation of the Khader Committee report in this regard, the Nair Service Society (NSS) has approached the same court questioning the amendment of the Kerala Education Rules as per the panel recommendations.

The notification in this regard was brought out on June 30.

The Khader Committee report proposed to bring in the three public educations directorates - Directorate of Public Instruction, Higher Secondary Directorate and Vocational Higher Secondary Directorate - under the Directorate of General Education. As per this, the administrative and the academic systems from class 1 to 12 would be changed. While headmaster would become the vice-principal with only academic authorities, the principal would be the administrative chief. The current system would be continued at schools that only have LP, UP and high school.

The NSS petition alleged that the amendment was brought in to implement the Khader Committee report.

Earlier, a few teachers' associations too filed a petition against the merger of school bodies which would have overhauled the framework of school education drastically.

The Khader Committee, which was constituted for assessing the implementation of the Right to Education Act in Kerala, had suggested major reforms that apparently violate existing laws, the organisations of teachers had alleged.

Its proposals, which included the clubbing together of general education, higher secondary and vocational higher secondary directorates, were to be implemented in a piecemeal fashion.

General exams of SSLC, VHSC as well as of Plus One and Plus Two will be held by the Commissioner of Exams under the newly constituted Directorate of General Education. These exams are currently being held by the Director of Public Instruction (DPI), Directorate of Vocational Higher Secondary Education (DVHSE) and Directorate of Higher Secondary Education (DHSE).
