A top cop was hell-bent on prosecuting Senkumar in forgery case, reveals RTI reply

Thiruvananthapuram: V Gopalakrishnan, assistant inspector-general of police (AIG), Police Headquarters, had issued multiple instructions to the Museum police to go ahead with prosecution proceedings against former state police chief Senkumar in a case registered against him over forgery, reply to an RTI query has revealed.

The case against Senkumar was registered on the basis of a complaint filed by former councilor of the Thiruvananthapuram Corporation A J Sukarno who alleged forgery on part of the officer while him forging of documents while applying for eight-month medical leave.

However, the RTI reply revealed that Museum sub-inspector G Sunil had entered in the general diary (GD) that the FIR was filed without the knowledge of the DGP and there were strict instructions from AIG Gopalakrishnan to initiate legal proceedings against Senkumar.

Gopalakrishnan was the AIG, PHQ when the government reinstated Senkumar as state police chief following a Supreme Court directive. There were reports that both of them had been at odds ever since Senkumar returned to the helm of the department.

Gopalakrishnan, who monitored file movements from Senkumar’s office and submitted reports to the chief minister’s office on a regular basis, later took long leave and went abroad till the latter retired from service.

It was on August 14, 2017, that Sukarno, a resident of Pachaloor in Thiruvananthapuram, lodged the complaint against Senkumar with the director of the Vigilance and Anti-Corruption Bureau and the Museum police station. Loknath Behera, who was the director of Vigilance and Anti-Corruption Bureau then, had dismissed the complaint against Senkumar.

As per the procedure, the station SI recorded the abstract of the complaint in the general diary. The diary also contained the details of his discussions with senior officials regarding the complaint.

As per the remarks entered in the station’s general diary by the ASI at 9.24 pm on August 14, on receipt of the complaint, the AIG asked the official whether a case was registered against Senkumar on the petition. In response, the station officers informed him that the complaint had already been handed over to the SI and he had discussed the matter with the CI and other senior officials. To a question from the AIG, it was answered that the duty of the station house officer was entrusted with the SI.

As per the entry made by SI Sunil in the GD in connection with the case at 9.45 pm, the AIG phoned him on his official number and instructed him to register an FIR against Senkumar.

However, no FIR was registered in the case. Thereafter, the complainant submitted the petition to the then chief secretary and ultimately the same was forwarded to the Museum SI. Though AIG Gopalakrishnan once again directed him to take action, he sought a formal order to initiate legal proceedings in the case.

Following this, a case was registered on August 19, 2017, as per the instruction of the chief secretary. In the FIR, the chief secretary was named as the complainant. Senkumar has approached the High Court to get this case quashed.
