He has proposed forming a Department of Community Safety to keep people safe without excessive police intervention.
It will have trained social workers to handle mental health emergencies and address issues before they escalate into crimes.
The department aims to help people with healthcare, food, and housing rather than blindly imposing punishments.
It will also have programmes to address gun violence, hate crimes and homelessness.
It will work closely with neighbourhoods and schools to handle drug and violence issues as well.
