K Manjusha, widow of former Kannur ADM Naveen Babu, moved a petition in the Judicial First Class Magistrate Court, Kannur on Tuesday seeking further investigation into the circumstances that led to the death of Naveen Babu. Naveen Babu was found hanging inside his official quarters on October 15, 2024. The police probing the case filed a charge sheet in March 2025, naming former Kannur District Panchayat President P P Divya as the sole accused in the case. 

In a farewell meeting held in the Collectorate, P P Divya had allegedly made incriminating statements against Naveen Babu and a day after, he was found dead in the quarters. The Special Investigation Team (SIT) constituted to probe the case filed a supplementary charge sheet in July 2025. 

Manjusha sought more investigation in the case under section 175 of the BNSS. In her petition, she said that the investigation suppressed many documents and witnesses and that defects can be addressed only through a further investigation. The petition says that the final probe report was submitted in a hurried manner without collecting the chat details of P P Divya and the phone details of only one number of then Kannur District Collector Arun K Vijayan was obtained, although he used an official number and a personal number. 

It further said that the final report was submitted without verifying the crucial aspects of the case and quoted a statement from the report, which said that the certified copies of evidence were not received and the same will be produced later. 17. "It is mentioned in the final report that the CDR of all the concerned will be produced before the court later, which shows that they are not even collected by the investigating officer when he prepared the final report," the petition said.

It also said that the CCTV visuals produced by the investigating officer were edited and did not have timelines. The petition also alleges that the prosecution suppressed the statements of Prasanthan and Arun K Vijayan and manipulated their words. Manjusha had earlier moved the High court and Supreme court with a plea for a CBI probe. The pleas were rejected.
