Stray dogs feeding has been restricted by the Human Rights Commission in Barnassery, Kannur.

Kannur: The State Human Rights Commission has issued a warning to a woman in Barnassery who keeps three pet dogs while feeding 15 strays. Judicial Member K Baijunath has directed her to care solely for her own dogs and to immediately cease feeding stray dogs on public roads.

The order came in response to a petition filed by another woman from Barnassery, who alleged that the stray dogs were affecting her right to a peaceful life. The respondent has assured the Commission that she will comply with its directive.

Earlier, the Commission had received a report from the Chief Executive Officer of the Kannur Cantonment  Board. The report noted that the Board’s jurisdiction is limited, but a shelter has been established for the rehabilitation of stray dogs. It also stated that 16 dogs had received vaccinations and birth control treatment at the shelter. As there was no provision for formally serving a notice to the respondent, the Board had sought police assistance.

Based on this report, the Commission summoned both the complainant and the respondent to its hearing and issued the direction in person.
