Kerala Budget 2026: Knowledge Valley, foreign universities among key education initiatives

Thiruvananthapuram: The UDF government's Budget, presented by Chief Minister and Finance Minister V D Satheesan in the Kerala Assembly on Friday, unveiled an ambitious roadmap to transform the state into a hub for higher education, research, innovation, entrepreneurship and investment.

A key highlight of the Budget was the announcement of the Kerala Knowledge Valley project, for which ₹100 crore has been earmarked. The initiative aims to position Kerala as a global knowledge hub by attracting leading international universities and reducing student migration abroad for higher studies.

To support this vision, the government will amend the state's private university legislation to facilitate the entry of internationally renowned universities and premier educational institutions. A cross-institutional credit transfer system will also be introduced across universities in Kerala to enable seamless student mobility.

The Budget allocated ₹50 crore for establishing a Tribal University in Wayanad, aimed at bringing modern education and research opportunities to tribal communities. Another ₹60 crore has been earmarked for setting up a high-tech Research Park, modelled on the IIT Madras Research Park, to bridge the gap between academic research and industry.

The government also proposed a series of measures to strengthen student welfare and campus safety. Satheesan announced that the government would enact the Sidharthan Anti-Ragging and Student Welfare Act to ensure safer educational institutions. A dedicated mobile application will be launched under the Higher Education Department to help students report distress situations and access counselling and mental health support.

Under the One Kerala Safety Mission, ₹1 crore has been allocated to create a safer and more inclusive environment for students, with additional resources expected through corporate social responsibility initiatives.

The Budget also expanded support for girls' education through the Menstrual Hygiene Initiative for Empowering Girls, which will ensure the free availability of sanitary napkins in schools, installation of eco-friendly disposal units and improvements to campus sanitation facilities.

In the general education sector, the government allocated ₹1,032.62 crore. A new scheme to establish Arts Schools, modelled on Sports Schools, will be launched to nurture artistic talent among children from low-income families.

To promote scientific awareness and critical thinking among students, ₹25 crore has been earmarked for setting up the Jawaharlal Nehru Centre for Scientific Temper.

Recognising the growing importance of emerging technologies, the government announced ₹5 crore for supporting private space technology startups and innovation in Kerala's nascent space sector.

The Budget also focused on employment generation and entrepreneurship. The government plans to establish 10,000 micro, small and medium enterprises (MSMEs) across the state as part of efforts to create jobs and stimulate economic growth.

A Global Job Watch Tower will be established as a state-level future skills and employment intelligence mission to track global employment trends and help align higher education programmes with evolving industry requirements.

To boost investment and business activity, the government proposed setting up a Global Convention Centre at Kochi airport to host international conferences, business summits and investor meetings.

The Budget also announced the creation of a specialised, data-driven Invest Kerala Cell to strengthen investment promotion efforts and provide strategic support for attracting domestic and international investors.

The initiatives form part of the UDF government's broader strategy to position Kerala as a knowledge-driven economy powered by education, research, technology, innovation and global investment.
