Mandatory green cover, dual pumping system for big bldgs among environment ministry's draft proposals

New Delhi: The Ministry of Environment, Forest and Climate Change has laid down a slew of conditions for the construction of big buildings having an area of over 5,000 square metre (approximately 53,800 square feet).

As per the new condition included in the ministry’s new draft notification, the plot owners should ensure that there should be a tree each in every two cents of land in which a big building is raised. This will ensure greenery in at least 10 per cent of land.

The existing trees on the land will also be taken into consideration while enforcing the condition.

The completion certificate/occupancy certificate would be given subject to compliance of such norms.

Other norms

Other provisions envisage rainwater harvesting, purification of polluted water and power distribution.

Constructions will not be allowed on land linked with wetland and reservoirs. The use of groundwater for construction will not be permitted. Rainwater harvesting would be mandatory in areas where groundwater recharge is not possible.

At least 20 per cent building premises should have enough area for water recharge, where water can seep into the soil. One can even have a paved area for planting trees for this purpose.

There has to be a dual pumping system for pumping water for drinking, cooking and bathing and treated water for flushing the toilets. Drinking water should not be pumped for flushing of toilets.

There will are separate norms for water treatment plants for buildings with an area of 5,000 sq m to 20,000 sq m and more.

Diesel generator sets only for emergencies

Another condition prohibits the use of diesel generators other than for the purpose of removing polluted water and in emergency situations.

Regular connection should be taken from power distribution companies at the time of construction itself and the same power should be used for regular connection.

Dust screens should be installed at a height of 3 meters to prevent dust from coming out of the construction sites. Trucks and other vehicles carrying construction material to the site should be properly covered with plastic and tarpaulin sheets.

Construction waste should not be dumped in public places, the draft notification states.

The draft notification will be finalised only after seeking the opinion of the public.
