Thiruvananthapuram: The new efficiency-based promotion system announced by the Kerala government for employees under it will be implemented only from 2023. This is because almost all government employees have already submitted their confidential reports for 2021. Their next confidential report covering the service from January 1-December 31, 2022 needs to be submitted only after January, 2023.

Staff awaiting promotion this year had submitted their reports well in advance. Promotions are given based on the confidential records during the previous three years and service. A list of employees having three times the number of vacancies is prepared for the purpose.

Employees securing the lowest grades – ‘D’ and ‘E’ – will not be considered for promotion. However, staff who received these grades can file a complaint or even approach the Kerala Administrative Tribunal. These procedures are likely to be retained under the new system also.

The government had earlier directed all employees to submit confidential reports for 2021 by February 10 this year. Two more circulars were issued in this regard on March 3 and 10.

Meanwhile, the authorities said that some changes were required in the ‘Score’ software used to file confidential reports online. This process will be completed soon, they added.
