Thiruvananthapuram: Chief Minister Pinarayi Vijayan on Tuesday announced that all disaster-prone areas in Kerala would be brought under the advanced warning system 'KaWaCHaM' (Kerala Warnings, Crisis, and Hazard Management). Speaking at the inauguration of the comprehensive warning system developed by the Kerala State Disaster Management Authority (KSDMA), the CM emphasised its pivotal role in enhancing disaster preparedness.

'KaWaCHaM,' established with financial assistance from the National Disaster Management Authority (NDMA) and the World Bank under the National Cyclone Risk Mitigation Project (NCRMP), aims to provide real-time disaster alerts. The system integrates a network of 126 siren-strobe light units, emergency operation centres, decision-support software and a data centre. Alerts from central agencies will be disseminated through messages and siren warnings to ensure public safety.

Highlighting its significance, the CM noted that 'KaWaCHaM' is India's first such comprehensive disaster warning system. While sirens are to be installed at 126 locations, 91 units have already been operationalised, including during testing phases. These units will function through emergency operation centres established at the taluk and district levels.

The initiative builds on Kerala's existing disaster management framework, which includes local self-government disaster management plans. 'KaWaCHaM' strengthens these efforts, enabling timely alerts, public warnings, and evacuation measures when necessary. Surveillance cameras linked to the system will further enhance real-time monitoring.

The system provides detailed data on disaster-prone zones, including infrastructure such as reservoirs, roads, bridges, schools, hospitals, and relief centres. Operational through interconnected 24/7 control rooms, it ensures swift action during emergencies. The CM stressed the importance of public awareness and training on responding to disaster warnings, calling it a critical component of the initiative.

Mobile alerts for weather warnings are already in place, complemented by information shared via social media. 'KaWaCHaM' extends these capabilities with a citizen portal and round-the-clock emergency call centres. These allow the public to report hazards or seek assistance, with rescue teams receiving real-time updates on the location of those in need. Actions are monitored and coordinated through control rooms linked to the police, fire services, and National Disaster Response Force (NDRF).

Revenue Minister K Rajan commended Kerala's disaster resilience and recovery efforts, noting the state's commitment to leaving no region or individual behind in disaster recovery. Referring to Chooralmala, the state's last disaster-hit area, he underscored the government’s determination to ensure rehabilitation and recovery for all affected.

Agriculture Minister P Prasad highlighted Kerala's success in facing disasters with determination and resilience. He described 'KaWaCHaM' as a reflection of the government’s commitment to responsible decision-making and called for adherence to disaster warnings.

The event was attended by MLA VK Prasanth, Disaster Management Principal Secretary Tinku Biswal, and KSDMA Member Secretary Shekhar LK Kurian, among other dignitaries.
