The state government has issued an order to set up help desks at village offices to assist approximately 43 lakh voters who have either been declared untraceable or need to complete the 'Mapping' process for inclusion as part of the special intensive revision. District Collectors will oversee the arrangements.

According to the government directive, if the village office lacks adequate facilities, alternative spaces in nearby buildings should be used. Two officers will be temporarily assigned to each help desk to guide the public and provide assistance.

The services of Anganwadi, ASHA and Kudumbashree workers will be utilised to reach remote areas such as highlands, hilly regions, and coastal areas, identifying eligible voters and assisting them. If additional staff is needed, personnel will be appointed from other departments. Campaigns will also be organised in institutions to raise awareness and ensure that students who have turned 18 are included in the voter list.

People who did not turn 18 in 2002 and those who turned 18 by December 31, 2024, must complete a 'Mapping' process to link their relationship (with parents or grandparents) to the 2002 voter list. About 19,32,000 individuals included in the draft list must provide relationship documents during the hearing to confirm their inclusion. If they fail to complete this process, they will be excluded from the final voter list.

Additionally, individuals who were not included in the voter list in 2002 or were excluded from previous voter lists will also need to provide documents to be included in the final list. Notably, some individuals who voted in the 2021 Assembly elections and the 2024 Parliament elections have been excluded due to missing documents. The help desks will guide each voter through the process.
