Thiruvananthapuram: The UDF government has unveiled a comprehensive policy roadmap titled ‘Vision 2031’, aiming at a major overhaul of Kerala’s infrastructure and welfare systems. The plan, prepared based on the UDF election manifesto, will guide key government decisions in the coming years.

The roadmap includes metro and light metro projects in Thiruvananthapuram and Kozhikode, respectively. It also proposes declaring welfare pensions a statutory right and setting up a commission to oversee their distribution. The upcoming policy address on May 29, followed by the new state budget, will be framed in line with Vision 2031.

Key regulatory changes include a clause invalidating land acquisition notifications for major projects if construction does not begin within five years. The plan also recommends lifting the ban on commercial construction in Idukki and repealing previous amendments to land assignment laws, replacing them with comprehensive new legislation.

Other key proposals under Vision 2031 include:

  • Tax exemption for vehicles priced up to ₹15 lakh purchased by persons with disabilities.
  • Clearance of pending Dearness Relief (DR) arrears for KSRTC pensioners, disbursement of Dearness Allowance (DA) for employees, and a wage revision.
  • Permission for vehicle modifications that do not compromise safety standards.
  • Incentives for women-friendly hotels and restaurants.
  • Launch of the second phase of Operation Kubera to curb high-interest money lending practices.
  • A new wine policy to promote production from surplus fruits.
  • Establishment of senior citizen helplines in all districts.
  • Granting aided status to all special schools.
  • Health insurance coverage, PSC recruitment reservations, and housing scheme benefits for the transgender community.
