Devaswom Minister K Radhakrishnan has laid the onus of preventing a stampede at the famed Ayyappa Temple at Sabarimala on the pilgrims.
The police allege that the Devaswom Board, which used to allow 5,000-6,000 pilgrims to the shrine outside of virtual queues, is now admitting five times more people in spot bookings.
The legal team will visit queue complexes and other resting places and prepare the report.
He said Pinarayi is travelling with two minibuses packed with criminals to assault protesters and crush dissent.
