Thiruvananthapuram: The Legislative Assembly Secretariat has confirmed that Uralungal Labour Contract Co-operative Society kept ₹9.4 crore allocated for the Assembly’s digitalisation project for six years without submitting proper accounts.

An RTI disclosure revealed that the government released an advance payment of ₹9,40,14,434 on June 13, 2019, but Uralungal submitted the corresponding invoice only on May 9, 2025. The Assembly Secretariat and Uralungal had earlier dismissed a Manorama report that highlighted the delay, insisting at the time that procedures to adjust the advance were still in progress.

The RTI document, however, made the dates of sanctioning and invoicing public, confirming the long delay. The Secretariat had initially scheduled the project for completion by June 30, 2020, but it extended the deadline 12 times. Despite acknowledging serious lapses in financial management by Uralungal, the Secretariat granted the company yet another extension until November 30, 2025.
