SIR: ECI orders early sharing of ASD voter lists with political parties ahead of draft rolls

The Election Commission of India (ECI) on Wednesday directed Chief Electoral Officers (CEOs) to ensure that booth-wise lists of electors categorised as Absent, Shifted or Dead/Duplicate (ASD)—and who could not be contacted even after three or more visits by Booth Level Officers (BLOs)—are shared with Booth Level Agents (BLAs) nominated by district presidents of political parties. This process will be carried out before the publication of the draft electoral rolls, as was done during the Bihar Special Summary Revision (SIR).
Nearly five lakh BLOs across the 12 States and Union Territories currently undergoing the SIR will hold booth-level meetings with more than 12 lakh BLAs and hand over the ASD lists.
The ECI said the objective is to verify the actual status of each elector listed under ASD so that any errors can be corrected before the draft rolls are published. This step, the commission noted, reflects the Commission’s commitment to ensuring that no eligible voter is excluded.
After the publication of the draft electoral rolls, booth/assembly/district-wise ASD lists—following the model adopted in Bihar—will be uploaded on the websites of the respective District Election Officers/District Magistrates and on the CEO portals. These lists will also be available in an EPIC-searchable format, the Commission added.
