New Special Action Group of Kerala Police to crack down on goons, organised crimes

Thiruvananthapuram: A Special Action Group of the Kerala Police will be formed in each district under the leadership of a Deputy Superintendent of Police (DySP) to curb organised crimes and increasing cases of attacks by gangsters.

Director General of Police (Law and Order) annd State Police Chief Anil Kant has ordered the setting up of such a special cell in the backdrop of increasing cases of goons attacks in the State. The Special Action Group will consist of a DySP belonging to the Narcotic Cell, two sub- inspectors and 10 other cops.

The action group, which comes under the control of the District Superintendent of Police (SP), will try to catch hold of anti-social elements, goons and those who indulge in trafficking of illicit gold, hawala money and narcotic drugs.

The special action group will also probe into the source of money and assets of criminals. Steps will be taken to cancel the bail of those criminals who violate the bail conditions.

The District Police Superintendent will make an assessment of the functioning of the group on a weekly basis whereas the respective Range DIG would make an evaluation of the team's work every two weeks.

Action plan for checking organised crimes

1. A special team will be deployed by the respective SP to nab those who are at large after committing crimes.

2. The Police Special Branch will first prepare the list of those who indulge in anti-social activities, and then start monitoring their activities. 3. Surveillance will be made whether those criminals who are out on bail are violating any of the bail conditions. If any such instances are found, steps will be taken to cancel their bail and get them remanded again. The State Special Branch will conduct a secret inquiry in this regard.

4. The hideouts of the accused and suspects in criminal cases will be raided.

5. The database of those who have criminal antecedence will be prepared district-wise. If needed, such criminals will be arrested under the Kerala Anti-Social Activities Prevention Act (KAPA).

6. The District Police Chiefs will compile a list that contains the full details of habitual offenders.

7. The vehicle used in crimes will be impounded.

It is also directed that the respective Special Branch DySP will have to report to the DGP through the District Police Chief on a daily basis about steps taken to control organised crimes.

Anti-organized crime cell

A anti-organised crime cell will come up in every police station. At least one Sub-Inspector and two policemen will be part of this cell. The cell will be having the same responsibilities which the special action group does at the district-level. The Station House Officer (SHO) will be in charge of the cell. He will monitor the work of the cell on a regular basis.

Operation kaval

The police have also come up with a project called "Operation Kaval" to bring to book those who indulge in sand smuggling, drug trafficking and organised goon attacks in the State. As part of this drive, those who were booked for various crimes would be arrested in the next few weeks. The necessary guidelines for the new project have been issued by the DGP.
