₹529 crore central aid for Wayanad landslide victims remains unspent, says Union Minister

New Delhi: More than six months after the Centre released funds for rebuilding disaster-hit Wayanad, not a single rupee has been spent by the Kerala government, according to official data.
In a written reply to Attingal MP Adoor Prakash in the Lok Sabha, Minister of State for Finance Pankaj Chaudhary said that ₹529.50 crore was released to Kerala on February 11, 2025, under the Special Assistance to States for Capital Investment (SASCI) 2024-25 scheme. But it has only been transferred to the State Nodal Agency (SNA) account of the Disaster Management Department. “As on August 12, 2025, no expenditure has been incurred from this account,” he said, citing figures from the Public Financial Management System (PFMS).
The funds were sanctioned to help rebuild infrastructure damaged in the landslides that devastated parts of Wayanad last year. On Kerala’s request, the Centre extended the utilisation deadline to December 31, 2025. Under the sanction conditions, the state is required to appoint a nodal agency to execute projects and ensure that funds are transferred to its account within 30 days. The SASCI is a programme that provides interest-free loans to state governments for capital investment projects. It provides financial assistance to state governments in the form of interest-free loans for 50 years as a capex loan.
Meanwhile, the Centre has not agreed to a blanket waiver of loans taken by victims. The minister pointed out that banks have their own RBI-approved policies for writing off non-performing assets. General relief measures such as restructuring of loans, sanctioning of fresh credit on concessional terms, and waiving penal interest are already in place for calamity-hit areas.
