Kerala mulls 5-day work week for govt offices; leave cuts, longer hours on table

Thiruvananthapuram: The state government has revived discussions on reducing the working days of government offices to five days per week, with the possibility of declaring Saturday a holiday. The move, which has support from both the ruling and opposition fronts, appears to be gaining momentum.
The Public Administration Department has scheduled a meeting with service-organisation representatives on September 11 to gather opinions. Suggestions can also be submitted via email before the meeting.
Service organisations back the proposal
Most service organisations are in favour of adding Saturday to the weekly holidays. Similar proposals have surfaced in the past. In 2014, during the Oommen Chandy government, the idea was floated but abandoned after differences emerged within the Cabinet. At the time, cost savings on water, electricity and vehicle usage were cited as advantages, but concerns over disruption in public service delivery led to the proposal being rejected.
The first Pinarayi government had also considered the reform. Though service organisations initially welcomed it, disagreements arose when certain conditions were attached. Then Chief Secretary VJ Joy also suggested implementing the reform only after the full rollout of biometric attendance.
The latest move follows recommendations from bodies, including the Pay Revision Commission. Hence, a fresh round of consultations is underway.
Possible alternatives under discussion
To balance the reduction in working days, the government is exploring several adjustments, such as:
• Reducing the number of casual-leave days from 20 to 15
• Cutting privilege leave from 33 to 30 days
• Shortening the lunch break from 45 minutes to 30 minutes
• Advancing office hours by 45 minutes in the morning
• Extending office hours by 15 minutes in the evening
• Restricting or abolishing leave surrender
