Thiruvananthapuram: Voters who have not received the enumeration form as part of the Special Intensive Revision (SIR) will not be able to enrol their names in the voters’ list before December 9.

Those whose names are absent from the 2025 electoral roll will not receive the form. Similarly, individuals who were included in the SIR list of 2002 but were later removed for various reasons will also not get the enumeration form.

Such voters will be able to register their names only after the publication of the draft voters’ list under SIR on December 9.

₹2.08 crore spent on printing SIR forms
The cost of printing enumeration forms for the first phase of SIR alone amounts to ₹2.08 crore, which has already been paid to C-DIT, a government-run institution. The remaining expenses are yet to be finalised.

Although Booth Level Officers (BLOs) are responsible for distributing the forms, collecting the filled-in ones, and digitising the details, they have not been offered any special wages for the SIR work. The only payment announced so far is ₹1,000 per month.

Glitches in app leave BLOs struggling ahead of deadline
Repeated glitches in the Election Commission’s app used for uploading enumeration data have left BLOs frustrated. Over the last two days, the system that tracks the number of uploaded files has also stopped functioning, preventing officers from verifying their completed entries.

On average, it takes around 10 minutes to upload the details of each voter, including the photograph. Each BLO must upload information from nearly 1,000 forms. Additionally, tracing relatives of voters missing from the 2002 electoral roll and uploading their details has further increased their workload.
