State govt orders structural study of Karimannoor LIFE Mission flats following safety concerns

The state government has tasked the Industrial Training, Consultancy & Sponsored Research wing of the Government Engineering College, Barton Hill, to conduct a detailed study into the structural defects of the Karimannoor LIFE Mission flat complexes at Venappara in Idukki district.
The move follows complaints from residents and local body representatives, who flagged leaks in walls, peeling ceilings and other safety concerns. The president of Karimannoor Grama Panchayat had written to the government on May 26, 2025. Based on this, the Chief Executive Officer of LIFE Mission recommended that the Barton Hill engineering college be entrusted with the technical inspection and evaluation.
As per the order, the consultancy wing will inspect the complex, examine construction-related defects and safety risks, and submit a detailed report along with remedial measures.
The LIFE Mission apartment complex, built in 2023 at a cost of nearly ₹6 crore, houses around 40 families. The building suffered significant damage during heavy rains in 2025, prompting safety concerns among residents.
Karimannoor panchayat Assistant Secretary Mercy told Onmanorama that problems persist to this day. “Around 28 families are living there now. Some residents have moved out, and those who remain have reported ceiling damage, water leakage and walls posing a safety risk due to the use of thin materials,” she said. Former ward member Annamma John said the issues have been brought to the attention of authorities multiple times. “It is necessary that the government takes action to address the problems faced by the residents,” she said.
