DGP Ravada Azad Chandrasekhar could not have treated Prime Minister Narendra Modi's instruction with greater disdain.

In November 2025, during the Conference of Director Generals of Police, the Prime Minister wanted officers in the rank of superintendent of police/deputy commissioner of police and above to adopt one police station each in their serving state.

On August 31, ostensibly bowing to the PM's wishes, the DGP issued an order assigning a police station each to senior IPS officers in Kerala. The order names 59 IPS officers and the police stations each of them has adopted.

One name in the list was enough to establish that the list was drawn up without any application of mind. Given the charge of Varkala Police Station, under Thiruvananthapuram Rural, was none other than M R Ajith Kumar, the ADGP suspended for his alleged role in protecting former Chief Minister Pinarayi Vijayan's escort team members who had mauled Youth Congress and KSU workers during the Nava Kerala yatra in 2023.

It was not just Ajith Kumar's presence that prompted the Police Department to quickly withdraw the order. ADGP Vijay Sakhare, who has been asked to adopt Kalamassery Police Station in Kochi, for instance, is now serving as the Additional Director General (ADG) of the National Investigation Agency (NIA) under the Ministry of Home Affairs. Other ADGPs who are on deputation have also been given charge of police stations in Kerala.

Absence of certain IPS officers from the state was not the only issue. The DGP's list has not taken into account another of the PM's conditions, which is that these IPS officers should have at least ten years of service left. Many senior officers like Manoj Abraham, Yogesh Gupta, P Vijayan and Sreejith S have only half or even less number of years before they reach the sunset point.

A top Police source said that the list would be re-issued after taking out the names of the suspended officer, others on deputation to the Centre and other states, and also those officers who do not fall within the appropriate age category.

"The officers concerned shall oversee the implementation of the identified measures in the adopted Police Stations, periodically review the progress, and ensure that the initiatives contribute towards the development of Model Police Stations in accordance with the objectives envisaged under Viksit Bharat-2047," the nixed order said.

Some of the 'identified measures' are: One, mine from databases integrated under NATGRID (national intelligence grid) and process the information using artificial intelligence to generate actionable intelligence; two, encourage universities and academic institutions to undertake case studies on the use of forensics in police investigations; three, regular monitoring of banned outfits; four, leverage technology to enhance women’s safety; five, reinforce mechanisms for effective disaster management; six, realign the style of policing to meet the aspirations of a developing nation.

The main responsibility of these officers is to extend necessary support for the effective implementation of the above initiatives and also to furnish progress reports to the Police Headquarters.
