Dr Ruwise was taken into custody after Shahana's family alleged that she took the extreme step because he backed off from a marriage proposal with her over a dowry issue.
Dr Ruwise has been charged with abetment to suicide and the Dowry Prohibition Act.
The recommendations were submitted by the Kerala State Women’s Commission before the government after the suicide of Vismaya, a young woman from Nilamel in Kollam following dowry harassment.
Stressing the gravity of the crime, the prosecution had argued that the suicide was almost akin to murder and demanded the maximum punishment for the convict.
