Despite ongoing complaints from locals about the rising stray dog menace in Munnar town, no action has reportedly been taken
The incident occurred around 6 pm on Friday when the dog jumped and bit a baby in its mother’s arms.
Out of 13 deaths till May 30, five people had not recalled any history of animal bite or scratch.
The doctor was bitten while walking towards the hospital after parking the vehicle. Besides the doctor, posted with the Orthopaedic department, the victims include a female employee of the ENT department, two temporary staff, and two bystanders.
The District Administration hopes that the programme can be started on 30th September.
The vaccines were administered in Kozhikode, Thiruvananthapuram and Thrissur districts.

Health Minister Veena George said the state has sought a directive to re-examine the vaccines certified by the Central Drugs Laboratory.
She said if people died even after taking the vaccines, it was only because they were bitten in areas like the face, hands, ears, neck and lips from where the virus could quickly reach the brain.
