The petitioner, RS Sasikumar, was told to approach the High Court and obtain a stay on proceedings.
A full bench of the Lok Ayukta will be hearing the case on June 6.
Lok Ayukta criticised the complainant RS Sasikumar saying he was discrediting the institution.
A two-member bench of Lok Ayukta referred the case to a larger bench as there was a difference of opinion over whether the decisions of the cabinet can be subjected to its investigation.
