The chief minister has criticised the critics of his government for fuelling the fire.
The FIR drawn up by the Vizhinjam police shows Archbishop Fr Thomas J Netto himself as the first accused. The Auxiliary Bishop, Fr Christudas Rajappan, is the second accused and the convenor of the agitation Fr Eugene Pereira is the third.
Around 96 individuals have been named accused in the case. Sections charged include attempt to murder, conspiracy, unlawful assembly, incitement to violence etc.
The issue started when devotees opposing the unified mass locked the gate of the basilica from the inside.
A meeting called by the Cabinet sub-committee to resolve the issue did not take place on Sunday as the representatives of the Latin Archdiocese did not turn up for the talks.
However, Monsignor Eugene H Pereira said their meeting with Fisheries Minister V Abdurahiman was productive.
The fire blocked an entrance to the church, causing a stampede, they said, adding that most of those killed were children.
The visit assumes significance as a section of priests had come out openly against the emissary of the Vatican in India, accusing him of making efforts to unseat Archbishop Kariyil from the post of its Metropolitan Vicar.
An affidavit to this effect has been submitted before the Supreme Court by the State Government.
