Gopinathan said his resignation from the Indian Administrative Service has remained pending for nearly 6.5 years, leaving him without salary or formal release from service.
Responding to Kannan Gopinathan's call the participants taped their mouths and stood for an hour to show their solidarity with the citizens of Kashmir.
The news of his detention was announced by Kannan on Twitter.
The IAS officer had earlier replied to a show-cause notice on July 31, denying charges of insubordination, dereliction of duty and dilatory tactics.
The 33-year-old officer said, 'I have already resigned from IAS, I don't want to rejoin duty. It is a real waste. I don't care.'
