Kottayam MCH building collapse: Collector's report goes soft on lapses and delay, focuses on safety audit

More than three weeks after a woman died and three people were injured in a building collapse at Kottayam Government Medical College, District Collector John V Samuel submitted a report on Tuesday. In the report, the Collector stresses the need for safety audit to identify structural issues in hospital buildings.
"The report includes recommendations for ensuring safety of buildings. There was a slight delay in ensuring access for the earth mover to arrive at the site, apart from that the probe has not indicated any delay in rescue operations," Samuel told Onmanorama.
He said that only a portion of the building collapsed and that he has not called for action against any official in the report. "The recommendations are mostly general in nature," he said.
Bindu, 52, a native of Thalayolaparambu, Kottayam had died in the accident. She got stuck under the rubble and was pulled out two hours later. Initial response from authorities that nobody was trapped under the rubble had caused confusion, and there were allegations that rescue operations were delayed, eventually costing a life.
Health Minister Veena George also faced severe criticism for stating that everybody was safe and nobody was inside the building block when it collapsed. However, Dr TK Jayakumar, Superintendent of Medical College, admitted to lapses and said that he had told the ministers that nobody was inside the building since it was not functional.
