Kochi: The Kerala High Court has permitted the burning of Pappanji in effigy on Fort Kochi beach as part of the New Year celebrations. Justice Hari Shankar V Menon granted permission subject to conditions, including implementing adequate security arrangements.

The organisers, Gala De Fort, had approached the High Court against the police's denial of permission to burn the 40-foot-tall effigy. Following the court's permission, the effigy will be burnt, this time in the Fort Kochi Parade and Velli grounds.

The police had prevented the effigy burning at Veli Ground as they feared the event would create a law and order problem. 

Police estimate that over 1,000 officers will be needed to ensure security for the event at Fort Kochi's Parade Ground on the night of December 31. In addition, the police argued that burning the Pappanji at Veli Ground would create severe security risks. Moreover, the two grounds are 2 km apart.

The petitioners informed the court that they had received all necessary security clearances from all departments concerned. The court granted permission, subject to conditions, including the erection of security barricades around the Pappanji.

Organisers have installed 42 surveillance cameras in Veli Ground as security measures. On New Year's Day, a special pavilion will be set up for both foreign and domestic tourists.

The court order has removed the uncertainty over the burning of the Pappanji at Veli Ground. Although the effigy was also prepared last year, police permission was not granted.
