Kochi: As the suspension of toll collection at Paliyekkara along the Mannuthy–Edappally stretch of NH 544 entered its 43rd day, the Kerala High Court on Thursday orally observed that it will consider lifting the ban. A division bench comprising Justice A Muhamed Mustaque and Justice Harisankar V Menon made the remark after the interim traffic management committee expressed satisfaction with the repair works carried out by the National Highways Authority of India (NHAI).

The committee, tasked with overseeing the congested stretch, informed the court that it was “satisfied” with the works completed so far.

“We will be considering whether there is substantial compliance and whether suspension of toll collection should be lifted or not,” the division bench said.

Reports indicate that toll collection will remain suspended until Monday.

Earlier, the District Collector had inspected the stretch and flagged issues including uneven road surfaces and culvert works. The court then directed the NHAI to submit a compliance report to both the Collector and the interim committee.

In response, NHAI filed a report. While the interim committee expressed satisfaction, it also stressed the need for the authority to ensure sustained road quality and performance.

“We understand that there are certain reservations regarding the quality of works being done by us. We remain committed, as observed by the Committee, to ensure corrective measures whenever issues arise,” counsel for NHAI told the court.

The High Court will hear NHAI’s plea on Friday.

On August 6, the High Court had ordered a two-week halt to toll collection at Paliyekkara, citing lapses by NHAI in addressing persistent traffic congestion and the poor condition of the Mannuthy–Edappally stretch. The ban was further extended as traffic congestion continued for more than 12 hours on the National Highway due to poor condition of the road. Following this, the court appointed a panel to oversee the NHAI’s works on this stretch of NH 544.
