The State Election Commission (SEC) will publish the draft voters' list on September 29 as part of the final revision ahead of the local body polls. A unique ID will be assigned to each elector as part of the revision process. Every new elector being added to the voters' list will receive a unique ID. This is the first time in Kerala that the SEC is introducing a unique ID for voters.

The ID will have the format SEC followed by a nine-digit number. State Election Commissioner A Shahjahan said that the unique ID is being introduced to ensure uniformity. "At present, the voters have the number assigned by the Election Commission of India and the SEC. The SEC number was assigned to those who enrolled in the list after 2015. This creates a situation where voters have different sets of numbers: one with an EPIC (Election Photo Identity Card) number, one with an SEC number and another set of voters with no number. With the introduction of a unique ID, this disparity will be solved. In future, a unique ID system will address concerns about duplication," said Shahjahan.

The voters' list published on September 2 as the final voters' list will be released again as the draft list. The final list will be published on October 25. Ahead of the local body polls in 2020, the revision of the electoral roll was done in June and October. This year, the process was delayed owing to the delimitation process. "The final voters' list published earlier includes an addition list and a deletion list. This will be merged and revised before the final list is published in October. We don't expect much deletion or addition this time," Shahjahan said.

The voters' list published on September 2 has a total of 2.83 crore voters, which include 276 transgenders, 1.33 crore male voters and 1.49 crore female electors. Voters' list in 17,337 wards of 941 gram panchayats, 3,240 wards of 87 municipalities and 421 wards of six municipal corporations will be revised. All these voters, along with newly added electors, will be assigned a unique ID. Voters can apply for addition in the list till October 14. Those who have attained the age of 18 on January 1, 2025 or before can apply for addition to the voters' list.
