Local body poll code of conduct, depts asked not to send proposals directly to EC, screening committee set up

With the Model Code of Conduct in effect for the local body elections, the state government has constituted a screening committee to examine proposals that require clearance from the State Election Commission (SEC).
The committee includes the Chief Secretary (Chairman), the Secretary, General Administration Department (Convenor) and the Additional Chief Secretary of the department concerned.
The committee will meet every Wednesday or whenever deemed necessary to examine each proposal before sending it to the SEC. The proposals cleared by the screening committee will be submitted to the SEC along with full details and a note on the urgency of the matter, such as why the proposal cannot wait until the completion of the election process.
The cases to be discussed in the meeting will be submitted to the General Administration (Coordination) Department the previous day with a detailed note.
All departments have been asked not to submit proposals directly to the SEC without the committee's recommendation. The Model Code of Conduct came into force in the state on November 10 when the SEC declared elections in 1199 local bodies across the state. The election was notified on November 14.
