Thiruvananthapuram: Chief Electoral Officer (CEO) Dr Rathan U Kelkar urged the voters to fill the enumeration forms related to Special Intensive Revision (SIR) of electoral roll and hand over to the Booth Level Officers as soon as possible. Addressing the media, he said that 81 per cent of the forms collected by the BLOs are digitised. He added that though the SIR exercise extended in the state, voters must cooperate with the BLOs to complete the process on time.

On Saturday, he announced that all applicants who return the SIR enumeration form with at least their signature will be included in the draft electoral roll—even if the form is not fully filled out. The CEO explained that the enumeration form already contains certain pre-loaded data that needs to be entered in the first part of the form.

As per the revised schedule, voters can file complaints regarding discrepancies in their data between December 16, 2025, and January 15, 2026.

Kelkar added that Electoral Registration Officers (EROs) will decide on the complaints. Subsequent hearings on claims and objections will be held from December 16, 2025, to February 7, 2026. Applicants can file their first appeal against the ERO’s decision before the respective District Collectors within 15 days, and a second appeal before the CEO within 30 days. If any shortcomings are found in the forms submitted, voters will be issued notices and given an opportunity to clarify.

The final voters’ list will be published on February 14, 2026.

Meanwhile, the BJP has opposed the decision to include all applicants who return the signed enumeration form in the SIR draft list.

The CEO also clarified that new voters can still enroll for the upcoming Assembly election even while the SIR process is underway. For this, applicants must submit Form 6 and a declaration form (Form D), which is similar to the enumeration form. “If necessary, the applicant will have to appear for a hearing,” Kelkar said.

However, applications submitted now for fresh enrolment will not be included in the SIR draft list to be published on December 16, 2025. The enrolment process for new voters for the Assembly election will begin only after this date.

New voters can register until the last date for submitting nominations for the Assembly election. Early applicants are likely to be included in the final SIR list to be published on February 7, 2026.
