Kozhikode: District Collector Snehil Kumar Singh has ordered a halt to the distribution of the Kozhikode Corporation’s 2024–25 progress report after the UDF party lodged a complaint alleging violations of the model code of conduct.

The order, issued on Friday night, was addressed to Corporation Secretary K U Bini, from whom an explanation has also been sought. Following the complaint, the district election authority held an emergency meeting and decided to stop the distribution.

The 80-page booklet, titled "Thilakkam", was reportedly printed in October 2025 and highlights the LDF-led Corporation’s work over the past five years, with colour photos and project details.

In its complaint, the UDF alleged that around two lakh copies may have been printed using corporation funds for the LDF’s election campaign. They said the booklet does not mention the printer’s name or the number of copies printed, both mandatory under the model code of conduct. The UDF also said the publication does not disclose how much money was spent or which department allocated the funds.

The complaint, filed by council party leader K C Shobitha and deputy leader K Moideen Koya, demanded raids at the CPM district committee office and LDF election offices within the corporation limits.
