Kerala Chief Minister Pinarayi Vijayan termed Governor Arif Mohammad Khan's refusal to sign the ordinances as 'unusual'.
The Governor had said he was not going to approve their repromulgation without going through the ordinances.
As per the proposed amendment, the Governor would have no free say and could only nominate the representative proposed by the government.
In its report, the panel also proposes raising the age limit for Vice-chancellor appointment from 60 to 65 and pro-VC as less than 60.
Kerala Chief Minister Pinarayi Vijayan will preside over the function. Speaker M B Rajesh, opposition leader V D Satheesan and Ministers are also expected to speak during the event.
Some academicians have described the move as an infringement on the autonomy of the educational institutions, while there are others who said it would help foster better coordination between varsity heads and the government.
