The facilities are located at Cherthala in Alappuzha and Azhikkal in Kannur, managed by Steel Industries Kerala Limited (SILK). The third facility is a joint venture between the Kerala State Road Transport Corporation (KSRTC) and South India Metal Corporation (SIMCO) at Edappal in Malappuram.
However, individuals or other legal entities should also be granted registration for setting up of such facility Centres, provided they otherwise fulfill the conditions prescribed under the rules.

The central government will also advise the state governments to give a tax reduction of 25 per for private vehicles and 15 per cent for commercial vehicles.
The new rules will be applicable for heavy commercial vehicles from 2023 and for personal vehicles from 2024.
