Foeticide or South-saving Act? | Delimitation Bill Explained

PM Narendra Modi called the defeat of the Constitution (one hundred and thirty first) Amendment Bill in Parliament a "foeticide" committed by the opposition. But had the amendment been passed, and delimitation carried out using the 2011 census figures, southern states like Kerala would have had their political influence fatally diminished.
The six Hindi heartland states where the BJP is dominant would have secured 148 additional seats. What's more, Gujarat and Maharashtra would have together pocketed 54 extra seats. And the five southern states would have had to be satisfied with just 57 additional seats.
