Kerala govt grants transfer priority to employees with Type 1 diabetes: Here's why

The Kerala government has issued an order granting priority in general transfers and postings to state government employees diagnosed with Type 1 diabetes, as well as those who are parents of children living with the condition. This significant policy update, introduced by the Department of Personnel and Administrative Reforms, is expected to bring substantial relief to hundreds of families requiring continuous medical management.

Previously, these employees were grouped alongside categories under the Rights of Persons with Disabilities Act 2016. However, the government has rescinded that earlier order to establish a more tailored approach. Recognising the severe daily challenges and potential medical complications associated with Type 1 diabetes, the administration has revised its general transfer guidelines to create dedicated priority slots.

Revised priority guidelines
Under the newly amended transfer guidelines, government employees living with Type 1 diabetes will be categorised under serial number 6(a) of the special priority list. Meanwhile, state employees who are parents to children diagnosed with the condition have been positioned under serial number 10(a) of the same list.

What is Type 1 diabetes?
Type 1 diabetes is a chronic condition, the Mayo Clinic explains. The autoimmune disease requires lifelong insulin therapy, constant blood glucose monitoring, and immediate access to medical intervention in case of emergencies. By ensuring that these employees can secure postings closer to home or in areas with better healthcare infrastructure, the government aims to facilitate smoother daily care and reduce the professional strain on affected families.

What causes Type 1 diabetes
The exact cause of the disease is not known. However, genetics and exposure to environmental factors and certain viruses are often cited as triggers. Living farther from the equator is also quoted as a risk factor for this type of diabetes. A person can get it at any age. Unfortunately, there is no way to prevent the disease either.
