The petitioner, RS Sasikumar, was told to approach the High Court and obtain a stay on proceedings.
The verdict came on the petition of CPI leader Pannyan Raveendran, related to the candidature of LDF candidate Dr Bennet Abraham at Thiruvananthapuram Lok Sabha constituency in 2014.
There was much criticism in the delay over pronouncing a verdict in the case even as the hearing concluded a year ago.
The High Court on Monday dismissed the MLA's bail petition.
The trial was complete and the case was adjourned for the verdict on March 18, 2022. The Lokayuktha says the verdict is delayed as the bill that curtails the powers of the Lokayuktha is still pending with the Governor.
The Lokayukta had initiated an inquiry into the allegation that former Health Minister KK Shailaja was complicit in the corruption involved in the purchase of Personal Protective Equipment (PPE) kits.
The Governor, who would go to Attappady on Sunday, will be taking part in different events across the State and will be back in Thiruvananthapuram only on September 17.
