Services operated without taking adequate safety measures to deal with emergency situations
Deputy Commissioner Kohat Furqan Ashraf said the boat was carrying 30 people and most of them were children.

The bodies of two oarsmen were recovered on Saturday.
As per preliminary reports, around 25 people were there on the boat. They had ventured from Varkala for fishing when strong winds capsized their boat. A search is on for the missing fishermen.
The fisherman, who fell into the sea after a dangerous wave rocked the boat he was on, was saved by the crew of another boat that was right behind his boat.
