As much as 90 per cent of human habitations in Amboori and Vazhichal villages in Thiruvananthapuam's Amboori panchayat are in the ESZ. This would affect at least 20,000 families.
At the meeting, the Local Administration Department pointed out that the land inspection with the help of Kudumbashree would take more time and the cost incurred will be higher. The Department of Forests and Environment also took a stand that an estimation study would suffice.
In the petition, it has been pointed out that the regulations based on the verdict would affect the people’s right to live and will have a severe impact on Kerala.
It is is chaired by Thottathil B Radhakrishnan and will study the ESZs as part of the direct survey by Kerala.
Both the LDF and the UDF accused each other of creating a situation that has now threatened the future of thousands of farmers, traders and families living along the forest fringes of Kerala.
The government has also decided to form an expert committee to study the information received from the satellite survey and direct inspection.
The delay in defining human habitations has been seen as a failure on the part of the Forest Department, despite moving the Supreme Court on the ESZ issue.
Even as the 3-month period allowed by the apex court to file the report is set to expire in 19 days, the study has been completed only in nine of the 23 wildlife sanctuaries in Kerala.
The order was issued even as the state government is set to move the Supreme Court with a review petition against its recent directive to earmark a one-km buffer zone around protected forest areas.
The government was told that as long as the 2019 order remained in force, it would harm Kerala's case in the Supreme Court that it wanted all human habitations excluded from the buffer zone.
