Both committees were appointed by the government to study the deal with Sprinklr, a New York, US-based software firm, to analyze Covid-19-related data.
The new panel was set up by the chief secretary on the directions of the higher-ups in the government.
The second Sprinklr expert committee has been formed just a month after the first committee submitted its as yet unpublished report. This has given rise to suspicions that the government wants any blot that had fallen on the deal to be removed.
The two-member panel terms the bypassing of the Law Department as an administrative failure.
Sprinklr's magic software application has turned out to be the most unwanted weapon in Kerala's anti-COVID arsenal. The Sprinklr software is still with Kerala but has been left untouched.
The open source platform will provide, among other things, details of patients at hospitals. It will be under the supervision of the Health Department and the Disaster Management Authority.
On April 24, the High Court had restrained the US- based IT firm from analysing or processing the data related to COVID-19 patients and directed it to re-transfer to the state government, any data it has obtained.
Sprinklr's agreement with the Kerala Government will now be limited to just software updation, as the data will be collected using the US firm's application.
