The Governor had earlier summoned the Chief Secretary and the DGP seeking an explanation on the matter, but the Chief Minister intervened to block it.
The Governor had asked senior officials to appear before him at Raj Bhavan.
The selection committee was formed a day after Chancellor Khan stayed the university Managing Council's decision to reinstate two officials who were suspended over the death of Sidharthan.
The clinic to be opened at Thrikkunnapuzha will have the services of two doctors.
