Policy Address: Should Governors have Power of Dissent?

The Governor is not a rubber stamp. Under Article 167 of the Constitution he can call for any information concerning the state government. In short, he is fully aware of what's happening. It is undemocratic to force such a Constitutioinal head to act as a puppet while delivering the policy address at the start of the Budget session. This video argues why the Governor should be given the power of open dissent.
