Why Kerala Vice Chancellors are Governor's Men?

Kerala government is at a disadvantage when it comes to Higher Education. It no longer has the power to pick the vice chancellor of its choice. The composition of the three-member search committee for the selection of the vice chancellor mandated in the university laws favour the Governor, who is the Chancellor of universities in Kerala.
The previous LDF government had attempted the legislation route to strip the Chancellor's powers, even remove the Governor as Chancellor. But all such Bills that were tabled in the Assembly were referred for Presidential assent, and there they remain frozen. As a result of this Government-Governor standoff, nine of Kerala's 13 universities function without a permanent VC.
