Meanwhile, the Tamil Nadu transport department released Robin bus from its custody on Tuesday after slapping a fine of Rs 10,000 for permit violation.
Even after MVD in Kerala and Tamil Nadu slapped fines amounting to nearly Rs 1 lakh, the bus owner declared that he would continue the service.
Bus owner Baby Gireesh of Parayil in Idamaruk said he will challenge the issue in court.
His bus, named Robin, made headlines when it was seized by MVD officials while on service from Pathanamthitta to Coimbatore with an all-India permit.
The petition pointed out that the state government has no authority to order the installation of cameras in buses.
During the talks with the bus operators, the government asserted that a decision on revising the students' concession rate would be taken only after studying the Ravi Raman Commission Report.
Buses would be released only after the owners presented all documents including fitness certificates.
The association has declared that they will go on an indefinite strike from November 31 if the government refuses to meet their demands.
The Kerala Transport Department has made seatbelts and surveillance cameras mandatory for issuing fitness certificates for heavy vehicles from November 1.
