It would be a shame if the state is exempted from the Food Security programme. Even after four years, Kerala has not been able to provide the basic infrastructure for implementing the programme. This is in spite the UPA and the NDA extending the deadline many times for the government. Can we expect that the state would do something before the extended deadline- which might not be extended again- expires on March 31?
It is with a heavy mind that such a criticism is being presented because it would be a very unfortunate situation if grains do not become available after March at subsidised rates. Such an eventuality could lead to a lot of social and political repercussions. The possibility of such a situation beckons severe censure at this juncture considering that I too had suggested changes in 2011 to implement the programme effectively in the state.
The Food Security law would provide food security to 67 per cent of the population and to implement this, the central government had proposed some criteria.
Some of these are:
Comprehensive computerisation, which would cover all aspects of the public distribution system
A facility to store food grains for at least six months
Streamlining the ration list which would exclude those who are not eligible for the facility
Making distribution efficient. At the district level, the distribution system has been entrusted to the private sector.
Prevention of loss and theft of subsidised food using modern technologies
Community auditing at local levels to ensure quality and availability
Years before, Kerala had one of the best-managed PDS systems and one fails to understand how it lost that status. Perhaps this was because the state never utilised facilities and opportunities well. PDS enhancement was never its priority.
Even though late, the state could:
Strengthen Supplyco
Remove middlemen from the distribution system
Complete consumer lists
Ensure computerisation of all districts as soon as possible
Seek the help of Panchayats and self help groups for efficient distribution of goods
