Shortly after his trip to Ukraine and meeting with President Zelensky, Prime Minister Modi spoke to President Putin over the phone on August 27.
Ukraine has repeatedly said it wants the war to end but on Kyiv's terms, not Russia's.
Modi made the remarks after holding wide-ranging talks with Polish Prime Minister Donald Tusk.
Modi will travel by 'Rail Force One' that was used by US president Joe Biden last year.
There was no immediate response from Moscow officials to Ukraine's reports.
Official notices and photos from the authorities are expected in the coming days due to the embassy being closed on Saturday and Sunday.
The fire comes less than a week after Ukraine's forces launched their largest incursion into Russian territory since the war started in 2022.
