Both excise minister M B Rajesh and finance minister K N Balagopal said the decision was taken to provide Kerala-based liquor manufacturers with a level playing field.
The Bill is to be tabled by Finance Minister K N Balagopal.
Seven Bills are expected to be discussed in total on Monday and Tuesday. As per reports, the Bill on Chancellor won't be taken up in the first few days of the Assembly.
The price of liquor will go up when the Bill is signed by the Governor after it is passed by the Assembly. The prevailing rate of tax on liquor is 247%. This will go up to 251%.
The govt decided to waive the sales tax on liquor manufactured in the state. The retail price is being increased to offset the annual loss of Rs 150 crore caused by the tax waiver.
The shortage is so acute that 71 BEVCO outlets have stock of only beer and wine if the high-end liquor brands are excluded.
The committee was appointed to study the issue after liquor companies cut their production citing rising input costs and the majority of distilleries in Kerala closed down.
The liquor cases, containing 1,440 litres of alcohol, were being transported in the vehicle by hiding it under coconuts.
Instead of Bevco lodging a complaint, the affected outlets are proceeding with the cases.
When former finance minister TM Thomas Isaac put the combined revenue from liquor and lottery at 13% of state's revenue receipts, he included central transfers too.
