CPM Party Congress: Draft report flags CC, PB apathy, gives 10 commandments to leaders, cadre

The CPM's draft political organisational report for the ongoing 23rd Party Congress is critical of the central leadership's failure to carry out the tasks assigned to it.

The central committee of the CPM was tasked with analysing the functioning of the mass organisations. However, over the last four years, no action was taken. Even the Politburo, which had to take the initiative in this regard, was silent, the report to be discussed in the party's top meeting in Kannur said.

The draft report also mentions several failures in implementing the recommendations of the previous Party Congress.

It says the party secretaries in Hindi-speaking states were directed to meet at least twice every year. But, not even a single meeting took place.

The report also flags the absence of a party central secretariat since the previous Party Congress.

Ten commandments

Facing its worst crisis in the country, the CPM has also suggested 10 directions for its cadre and leaders aiming to revive the party. The CPM, which is in a pathetic condition in all states except Kerala, points out in which the directives are listed. The commandments are:

1. Identify Left democratic forces with which CPM could form alliances. Strengthen the Left Democratic Front in Kerala, Bengal and Tripura within six months.

2. Intervene regularly in social issues.

3. Boost party membership.

4. Make party branches more active.

5. Launch conscious efforts to increase the proportion of youth and women in membership.

6. Identify youth who could engage in full-time party work.

7. Expand the activities of the party school in New Delhi and include RSS-Hindutva ideology in its curriculum.

8. Set up unions and federations of workers in the rural sector.

9. State-level committees should chalk out programmes to increase the use of social media for organisational activities.

10. Ensure independent functioning of mass organisations under the party. However, the activities of fractions should be observed.
