The Central Board of Secondary Education (CBSE) has proposed conducting the exams between July 15 and August 26 and the result to be declared in September.
States government can make their own decisions regarding state-level board exams considering the prevailing Covid situation.
Education ministers and secretaries of all states and union territories have been asked to attend the meeting.
A high-level meeting attended by Union Education Minister Ramesh Pokhriyal on Monday is expected to decide on whether to cancel the Class 12 examinations.
Due to the unprecedented health emergency and surge in COVID-19 cases in the country, it is not possible to conduct the examination and any further delay would cause irreparable loss to the future of students.
With the help of the app, students and parents will be able to get answers to their questions on education, health and social topics.
The CBSE has also warned schools against indulging in unfair and biased practices for assessment or they will have to face penalty or disaffiliation.
This big change in exams is aimed at replacing the existing rote-learning model with a competency-based framework as is mentioned in the National Education Policy (NEP) 2020.
It is likely that the Class-10 results will be determined by taking into account the internal assessment and practical exams. Students can also opt to take the exams once the COVID threat declines.
The developments came as the central government announced the cancellation of class 10 exams and the postponement of class 12 exams conducted by the Central Board of Secondary Education.
