Palakkad: Students belonging to the Scheduled Castes can claim the offers from the panchayats and municipal areas by producing caste certificates issued by the school.
The Decentralised planning – State Level Co-ordination committee arrived at this decision after receiving many complaints from students about the loss of benefits due to the delay in obtaining caste certificates from revenue offices.
Existing rules require the students to produce certificates issued by village offices or taluk offices to prove their castes when they submit an application to avail of the benefits due to them. The change in rules will mean that they can do with a certificate from the headmaster of their school.
The order will be issued as early as Monday.
Students in Scheduled Castes receive a slew of benefits from the local bodies, including the distribution of laptops and other study tools for high school and higher secondary school students, scholarship, financial grant for entrance coaching, aid to arrange for a study room at home and assistance for those seeking employment abroad after completing professional courses.
The committee also decided to increase the amount given as a reimbursement for transporting construction materials to the tribal areas to make it proportionate with the wages of respective areas. Local Self-Government Department Chief Secretary has been entrusted with fixing the wages for porters carrying the load based on distance.
Another decision pertains to granting permission for those living on government land to renovate houses and to build wash room and well. The department had already decided to allot numbers to houses built on government land.
The committee also decided that panchayats would transfer the subsidies they had been giving to youngsters to buy auto rickshaws and pickup vans, directly to the dealer who supplies the vehicles. Those who buy vehicles will have to submit a copy of their vehicle registration document with the local body.
In the case of people who do not avail of a bank loan to buy the vehicle, the panchayats will transfer the money to dealers only after the buyer has paid his due.
